Middle School Directorate Holds Strengthening Minimum Service Standards to Improve Education Quality
Hello, Middle School Friends! Article 31 of the 1945 Constitution of the Republic of Indonesia states that every citizen has the right to receive quality education. With various education policies implemented, the government has succeeded in significantly expanding access to primary and secondary education.
Although access to education has been expanded, one of the things that is still a challenge for the world of education in the country is equal distribution of quality and quality of education. Therefore, the government continues to strive to realize the mandate of the 1945 Constitution with various efforts.
In order to realize efficient and effective education planning and school development to improve the quality of education, the Central Government through the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) seeks to provide reinforcement to stakeholders in the education sector in the regions and school managers in terms of planning based on data.
In line with the vision and mission of the Ministry of Education and Culture in realizing equitable and high-quality education, the Directorate of Junior High Schools has planned a program of activities to provide assistance in strengthening Minimum Service Standards (MSS) to district/city education offices in order to improve the quality of the junior high school level.

At the opening of the event for Strengthening the Fulfillment of MSS in the Context of Improving the Quality of Middle School Education in South Tangerang, which also coincided with the opening of the Junior High School Data-Based Planning Assistance event in Tangerang City on Tuesday (12/7), the Coordinator for Institutional Governance of the Middle School Directorate, Dr. Eko Susanto, M.Sc. said that the fulfillment of Minimum Service Standards based on data-based planning can improve the quality of education in Indonesia. Therefore, assistance on strengthening MSS to local governments is necessary.
Eko said that there were three themes that were carried out to strengthen SPM. The first is the fulfillment of the School Participation Rate (APS), the next is the fulfillment of the quality of literacy learning outcomes, and also the fulfillment of the quality of numeracy learning outcomes.
“The material that we want to convey to all of you for the theme of strengthening MSS is how we read the Education Report Card platform as our common foothold in planning future plans by seeing and reflecting on each of us, in our respective areas, what problems that we need to face,” said Eko.
On the same occasion, the Sub-Coordinator of Institutional and Driving Schools Roelly Herdyanto, SE, M.Sc., explained that the purpose of this activity was to provide assistance to district/city education offices and education unit managers in preparing their education plans appropriately and based on the condition of the education profile in each region/or education unit.
“We also report the mechanism for the implementation of assistance in these two activities using the group discussion system. Participants will be accompanied by a facilitator on duty, guiding participants to carry out analytical practices in the Education Profile, in determining problems, root causes and suggestions for improvement for both local governments and education units.
The resource persons presented in this activity came from the Special Staff of the Ministry of Education and Culture, Widyaprada the Main Expert of the Ministry of Education and Culture, representatives of the Secretariat of the Directorate General of PAUD Dikdasmen, the Junior High School Directorate team, and also the team of facilitators.
The participants in this activity were the head of the junior high school from the district/city education office and representatives of B2PMP/BPMP. The participants came from the provinces of Aceh, North Sumatra, Riau, and also the Riau Islands.
For four days (12-15 July 2022), participants received various materials related to data-based planning in order to strengthen the fulfillment of MSS. Some of the materials received by the participants were Freedom of Learning and Data-Based Planning, Regional Education Reporting Platform, introduction and simulation of MARKAS, inspiration for literacy and numeracy strengthening programs, strategies for assisting data-based planning in the field of governance, district/city-level data-based planning in order to fulfill MSS, as well as the practice of root cause analysis and PBD on the Education Report Card platform.
One of the participants, namely Julianto who is the Head of the Basic Education Division of the Aceh Jaya District Education Office, said that he was very happy to be able to participate in this event. According to Julianto, the SPM strengthening program was very useful, especially in reading and analyzing Education Report Cards.
“The benefits we receive after participating in this event are many. But what really matters here is how we analyze the education profile. With activities like this, we understand better how to analyze this Education Report which will later be implemented in all educational units in our area, “said Julianto.
The head of the Deli Serdang Regency Junior High School Development Division, Elfiami Sinambela, said that they would follow up on this strengthening activity by providing assistance to educational units in their area. Elfiami expects that by using this data-based planning, the MSS can be fulfilled.
“We will follow up this activity by providing assistance in schools, so that later we hope we can fulfill the SPM year after year by using the concept of data-based planning,” said Elfiami.
