Managerial Optimization of Education Units in the Era of Independent Learning

As a leader in the education unit, the principal has a big responsibility and role for the development of the education unit and improving the quality of schools based on eight national education standards. Based on Permendikbud Number 6 of 2018 article 15, one of the principal’s workloads is carrying out the main managerial tasks.

To optimize the workload of school principals in managerial terms, the principles of School-Based Management (SBM) are very suitable to be implemented because they are in line with the spirit of Free Learning echoed by the Minister of Education and Culture, Nadiem Anwar Makarim. With this principle, schools have autonomy and flexibility to schools in managing school resources as optimally as possible. Then what steps can be taken by the Head of the Education Unit? 

1. Development of school organizational structure

The development of the school’s organizational structure can be started by observing and reviewing the organizational structure according to the situation and needs of the school. The plan for reviewing the school’s organizational structure is then informed to teachers, employees, and school committees. The organizational structure approved by the school community is set out in the form of a school principal’s decision letter complete with charts and main functions of each section. The school organizational structure is printed and posted in the school environment. 

2. Development of content standard management 

Every school year, schools must review the school curriculum. The curriculum that applies in schools must pay attention to regulations for applicable content standards, educational calendars for the new school year, school academic regulations that allow for reviews or changes, KKM subjects and schools, graduation or grade promotion criteria, as well as education quality reports. In reviewing the school curriculum, schools form a curriculum development team.

3. Development of the management of the School Work Plan (RKS) & Activity Plan and School Budget (RKAS)

The steps for compiling the RKS and RKAS in accordance with the SBM principles are for schools to form a RKS and RKAS drafting team and conduct a self-evaluation. Then, the draft RKS & RKAS were prepared based on the results of the self-evaluation and input from teachers and employees as well as direction from the principal. The draft RKS & RKAS were then discussed together by the drafting team, the BOS management team, and the drafting team. Once agreed, the draft is then ratified as an official document and socialized to the school community at the meeting at the beginning of the school year. 

4. Development of attitude assessment management

Examples of implementing social and religious attitude assessments by taking into account the principles of SBM include assessing the infaq/sodaqoh program in collaboration with the Regency BAZIS, food sharing programs for the surrounding community, prayer activities before studying, congregational prayeractivities , and Al-Quran reading activities before studying. . 

5. Development of student council management

The OSIS management development strategy can be carried out by the principal by giving attention, coaching, and facilitating activities initiated by the OSIS. In addition, school principals can also involve OSIS administrators in activities such as school service work, structuring school gardens, implementing healthy programs, and so on. 

6. Development of school infrastructure management

The principal, assisted by the deputy principal in the field of infrastructure, can procure the facilities needed by the school by analyzing the conditions first. Procurement can be carried out in accordance with the technical instructions for the use of BOS funds through the SIPLah platform. The goods resulting from the procurement are then coded, inventory, and a letter of accountability is made.

7. Development of school environment management

To create a beautiful, green, clean, and well-maintained school environment, schools can take a number of ways. The principal’s strong commitment to creating a clean, beautiful and beautiful environment which is clearly stated as part of the RKS is the main foundation. Furthermore, the principal can involve the entire school community to gradually organize the school environment. The school must also instill a sense of concern for the school community towards the school environment.

8. Development of management of educators and education personnel

The development of the management of educators and education personnel can focus on improving the competence of educators and education personnel through routine supervision, competency improvement training in the form of workshops or in-house training or by inviting speakers from external parties. 

9. Development of financing management

Financing management is one of the important tasks in the managerial education unit. Financing management must be implemented effectively and efficiently. In general, this can be achieved by applying the principles of SBM, among others, by developing BOS fund management and addressing financing needs for activities that cannot be financed by Central BOS funds. 

10. Development of school management by involving parents

The involvement of parents of students in various school programs can be a form of implementing the principles of SBM in school managerial management. Schools can form parent associations in each class and involve parents in the event committee. This can foster a sense of belonging to the programs running in the school.

11. Development of healthy school management

To create a healthy school, it is necessary to manage a healthy school program. Healthy school programs must be part of the school’s vision. Schools can also form a development team for implementing healthy schools and Youth Health Cadres (KKR) as well as preparing a UKS room and a health consultation room.

12. Development of child-friendly schools

A safe and comfortable atmosphere for all school members is an important thing that must be created in the school environment. This can be realized by taking steps to prevent and overcome acts of violence in the school environment.
